I think it is a great idea to place bugs' on blue wheelie bins.
Let's have more monitoring of recycling of waste and target those who do not do it, initially with encouragement ideas and then with penalties for not recycling.
The only serious problem seems to be with the council operatives who empty the bins and return it to whichever household is nearest rather than the one from which it came.
I live in Ramsbottom and I haven't had my blue bin, which is clearly marked with my house number in black marker pen, returned to my property for the last month, and I have no idea which house has got it now.
That would rather spoil the data collected and make targeting rather irrelevant.
