The council has "begun the process of eviction" after Travellers arrived at the site of a former resource centre in Bury at the weekend.
It was reported that a group of caravans parked at the back of the former Seedfield Resource Centre site on Parkinson Street on Saturday.
It is not known how the Travellers gained access to the site but an eyewitness said a gate had been taken off.

On Saturday, Seedfield Sports Juniors FC told parents and players to keep away from the site and updates will be made available as soon as it is resolved.
A council spokesperson said: “We are aware of the Seedfield encampment and have begun the process of eviction.”
The Seedfield Resource Centre building is currently vacant with 84 homes being approved to be built on the site as well as a 42-space car park.
