The crash brought Metrolink services to a standstill for more than an hour with no tram services operating between Derker and Freehold.
Manchester Metrolink said in a post on social media that the trams were suspended due to the car "blocking the tracks".
By 8am, the car had been removed from the scene.
According to one passenger on the tram, the police car had "hit the tram" but this has not been confirmed by police.
A spokesperson for TfGM said: "There was a collision involving a tram and police car between Oldham King Street and Westwood tram stops at about 6.45am.
"This resulted in no trams running between Oldham Mumps and Westwood while the incident was dealt with.
"Services resumed about an hour later."
