Cllr Alan Quinn, cabinet member of the environment, climate change and operations, said: "The funding for the programme is via monies from the Department of Transport and from Bury's highway investment strategy.
"Bury should receive around £6m per annum from the Department of Transport for its 660km network; but since 2010 we've only received a third of that amount.
"Bury's highway investment strategy is using the £20m we have borrowed to try and make up the difference in allocation from government."
