BURY Council will use Compulsory Purchase Orders if necessary to ensure that Radcliffe's SUN Quarter development goes ahead.
Leaders say it is vital that the £55 million scheme is not delayed or blocked if negotiations to assemble the land fail.
The site includes the Royal Mail sorting office, the former Kwik Save store, Radcliffe Market Hall, and the bus station.
The SUN (Sustainable Urban Neighbourhood) project will be developed by Countryside Properties into 330 flats, new shops and a riverside cafe and gallery.
The project also includes a new market, bus station, parking, and a sunken sculpture by the river.
The CPO was agreed by councillors at Wednesday's executive.
